Expertise in data architecture, data integration, and data modeling, including an understanding of data lineage, metadata management, and data quality. Experience documenting and analyzing legacy systems and complex integration environments. Knowledge of Information Management principles, concepts, policies, and practices. Experience developing technical and solution architecture artifacts (e.g., high-level designs, detailed designs, data flow diagrams, interface specifications). Understanding of OPS I&IT standards, architecture frameworks, and governance processes. Knowledge of AODA and accessibility standards and their impact on solution design. Ability to assess and recommend technology solutions, tools, and integration approaches. Strong analytical and problem-solving skills to decompose complex systems and troubleshoot data and integration issues. Ability to identify dependencies and impacts across systems and recommend effective design solutions. Strong stakeholder engagement skills, including the ability to explain architecture decisions and manage expectations. Description To respond to the priorities of the Government of Ontario through the passage of the Bill 5, Protect Ontario by Unleashing Our Economy Act 2025, the resource may be partially assigned to Bill 5 related projects or initiatives on an as needed basis. Major Responsibilities: Leads the analysis, documentation, and modernization of legacy system architectures, with a strong focus on understanding and mapping existing data flows, integrations, and dependencies, particularly Informatica ETL processes. Develops comprehensive architectural documentation (current-state and future-state), including system context diagrams, data architectures, integration patterns, and technical specifications. Provides expert-level analysis of ETL processes (especially Informatica), identifying data lineage, transformation logic, dependencies, and opportunities for optimization, simplification, or modernization. Collaborates closely with business stakeholders, developers, and data teams to translate business requirements into scalable, maintainable, and compliant solution designs. Ensures solutions align with OPS architecture principles, Information Management standards, security policies, and regulatory requirements. Facilitates design reviews and architectural governance processes to ensure consistency, quality, and adherence to standards. Communicates complex technical concepts clearly and effectively to both technical and non-technical stakeholders. Supports project delivery by guiding development teams, resolving design issues, and ensuring architectural integrity throughout implementation. Identifies risks, constraints, and impacts related to legacy systems and ETL processes, and proposes mitigation strategies. Maps business processes to supporting systems, data flows, and ETL processes, ensuring traceability and alignment between business and technical layers. Collaborates with business stakeholders to understand operational workflows and translate them into architectural representations. Promotes reuse of existing components, services, and data assets to improve efficiency and reduce duplication. Experience and Skill Set Requirements General Skills: Leads architecture planning and strategy aligned with business and ministry objectives. Analyzes business requirements and translates them into end-to-end technical solutions and data integration designs. Develops and maintains architecture documentation, including system diagrams, data flow diagrams, and interface mappings. Provides guidance and oversight to development teams to ensure adherence to architectural standards and best practices. Coordinates across multiple teams (business, data, infrastructure, application) to ensure cohesive solution delivery. Identifies, assesses, and mitigates technical risks and technical debt, especially within legacy systems. Supports impact analysis for changes, releases, and enhancements across integrated systems. Ensures solutions are scalable, maintainable, secure, and cost-effective. Promotes best practices in data integration, ETL design, and system interoperability. Ability to bridge business and technical architecture, ensuring end-to-end traceability from business requirements through to implementation. Experience producing integrated architecture documentation that connects business architecture, data architecture, and solution architecture. Participates in governance forums, architecture review boards, and stakeholder meetings. Provides clear and concise reporting on architecture status, risks, and recommendations to senior stakeholders. Supports knowledge transfer and documentation to ensure sustainability of solutions. Desirable Skills: Experience with data warehousing concepts and dimensional modeling. Knowledge of modern data integration tools and cloud-based ETL platforms (e.g., Azure Data Factory, Informatica IICS). Experience with API design, microservices architecture, and integration patterns. Familiarity with database technologies (e.g., Oracle, SQL Server) and advanced SQL. Knowledge of DevOps practices and CI/CD pipelines for data and integration solutions. Experience working in public sector or OPS environments, including familiarity with governance processes. Exposure to data governance, data quality frameworks, and master data management (MDM).
