About the Role The Sr. Business Analyst supports the Town of Whitby’s Digital Transformation initiatives as a technical liaison and consultant for the Technology and Innovation Services division. Working closely with business partners, vendors and internal teams, the analyst ensures that projects and solutions deliver the desired business outcomes, align with the Town’s technology architecture, and support the Town’s commitment to service excellence. Responsibilities Liaise between business units, stakeholders, vendors, and TIS to support strategic initiatives from concept to implementation. Execute business analysis and project planning activities; gather, document, review, analyze, and refine user requirements, business processes, and solution needs. Elicit and translate information from subject‑matter experts into formal documentation including business process flows, requirements traceability matrices, business‑requirements documents, test cases, training materials, and standard operating procedures. Collaborate with business partners, process experts, vendors, technical architects, and TIS staff to support documentation, design, development, and implementation of solutions. Support project definition, planning, execution, and monitoring through the development and maintenance of project tools and documentation such as schedules, budgets, RAID logs, stakeholder analyses, status reports, financial updates, and statements of work. Proactively analyze, research, and collect data to identify process‑improvement opportunities, inform project decisions, develop recommendations, and support continuous‑improvement practices that enhance service delivery and business value. Develop and support quality assurance and user‑acceptance testing activities, including preparing test plans, test cases, test data, verification checklists, documenting results, and escalating issues as appropriate. Facilitate organizational change by incorporating change‑management practices into project delivery, helping stakeholders manage requirement and project changes, and partnering with subject‑matter experts to support successful adoption. Develop and deliver end‑user training, training plans, and support materials such as quick reference guides, procedures, and other documentation to aid implementation and transition activities. Stay current on trends, tools, and best practices in project management, business analysis, IT service management, change management, and municipal service delivery to support innovation and improved project outcomes. Qualifications University degree in Business Administration, Engineering, Computer Science, Management Information Systems, or a related discipline (or equivalent education and experience). Minimum 7 years of progressively responsible experience providing business analysis and project support for multi‑departmental initiatives in a complex enterprise technology environment. Certifications: CBAP, CCBA, or PMI‑PBA highly preferred; PMP or CAPM an asset; ITIL 4 Foundation desirable. Experience applying project management, business analysis, and documentation tools and methodologies throughout the lifecycle of projects (requirements, process maps, testing documentation, training materials, status reporting). Experience with Lean process‑improvement methodologies; Yellow Belt or Green Belt certification considered an asset. Knowledge of organizational change‑management principles and methodologies; Prosci certification considered an asset. Strong research, analytical, problem‑solving, communication, facilitation, and stakeholder engagement skills; ability to translate complex information for both technical and non‑technical audiences. Ability to work independently and collaboratively, managing multiple competing priorities, deadlines, and changing business needs in a fast‑paced, highly technical environment. Advanced proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint, OneNote) with familiarity in Microsoft 365 tools (OneDrive, SharePoint, Teams) considered an asset. Familiarity with diagramming and visualization tools such as Microsoft Visio or similar applications would be considered an asset. Experience with Agile, Scrum, Kanban, Lean, and Waterfall project delivery approaches. Exceptional written and verbal communication skills and demonstrated ability to build and maintain professional relationships across the organization. Compensation & Benefits Salary range: $113,533.00 – $129,014.00 per annum. Work Arrangement Hybrid: work remotely from any location. Hours: Monday to Friday, 8:30 a.m. – 4:30 p.m., plus additional hours as required. Application Process Closing date: July 24, 2026.
