Role Summary
Service New Brunswick is seeking a qualified
Senior Business Analyst
to support Health Application Services in the analysis, documentation, testing, implementation, and support of health application technology solutions. The successful candidate will work with business stakeholders, clinical users, technical teams, subject matter experts, and application support teams to define business needs, document requirements, support solution design, assist with application testing, and contribute to successful deployment of health technology solutions.
The Senior Business Analyst will be expected to work both independently and collaboratively within a team environment and must be capable of producing high-quality business analysis documentation, workflow diagrams, testing documentation, presentations, and stakeholder communication materials. This role is aligned to the requirements in the Service New Brunswick SOW and response matrix.
Key Responsibilities
The Senior Business Analyst will be responsible for:
Eliciting, analyzing, validating, and documenting business and solution requirements.
Working with stakeholders and subject matter experts to identify business priorities, desired outcomes, and core business capabilities.
Supporting solution analysis and design activities for health application services.
Documenting current-state and future-state business processes, workflows, and system interactions.
Preparing business requirements documents, process documentation, workflow diagrams, presentations, reports, testing documentation, and implementation support materials.
Planning, supporting, and documenting application testing activities.
Supporting implementation and deployment of application changes into production environments.
Working with clinical, business, and technical stakeholders to investigate issues, clarify requirements, and support resolution of incidents or application change requests.
Facilitating meetings, workshops, interviews, and presentations with stakeholders.
Developing or contributing to operational procedures, standards, and policy documentation to support identified business outcomes.
Working in a mixed delivery model requiring both collaborative teamwork and autonomous task execution.
Communicating clearly and professionally in English, both orally and in writing.
Mandatory Requirements
M1 – Education
The candidate must have a
bachelor’s degree in Business Administration, Computer Science, or a related discipline
. An equivalent combination of education and experience may also be considered.
M2 – Communication Skills
The candidate must have
excellent written and oral communication skills in English
.
The candidate must be able to produce and present business and technical documentation such as:
Business requirements documents
Functional and non-functional requirements
Process and workflow documentation
Meeting notes and decision records
Test plans and test result summaries
Implementation support materials
Stakeholder presentations

Operational procedures and user-facing documentation
M3 – Clinical Information Systems Experience
The candidate must have demonstrated experience working with
Meditech or Allscripts Clinical Information Systems

M4 – IM/IT Business Analysis Experience
The candidate must have at least
7 years of demonstrated experience in Information Management and Information Technology
, including proven experience as a Business Analyst performing the following activities:
Eliciting requirements
Analyzing business and system needs
Documenting solution requirements
Supporting solution analysis
Contributing to solution design
Working with business and technical stakeholders
M5 – Canadian Health Technology or Clinical Experience
The candidate must have at least
2 years of demonstrated experience working in a health-related technology or clinical field in a Canadian jurisdiction

5+ years of demonstrated experience engaging with subject matter experts

This includes experience:
Working directly with SMEs, business users, clinical stakeholders, and technical teams
Articulating business priorities
Defining desired business outcomes
Identifying and describing core business capabilities
Translating stakeholder needs into clear business and solution requirements
Facilitating discussions to resolve gaps, issues, and process questions
S4 – Communication and Presentation Experience
The candidate must have at least
5+ years of experience demonstrating effective interactive communication and presentation skills as a Senior Business Analyst
.
This includes experience:
Facilitating workshops and meetings
Delivering presentations to business and technical audiences
Communicating complex information clearly
Preparing executive, stakeholder, or project-level presentation materials
Supporting decision-making through clear documentation and communication
S5 – Business Process and Workflow Documentation
The candidate must have at least
5+ years of experience documenting and diagramming business processes and workflows
.
This includes experience:
Creating current-state and future-state process maps
Documenting business workflows
Diagramming system interactions
Creating process flow diagrams using tools such as Microsoft Visio
Validating workflows with stakeholders and SMEs
S6 – Operational Procedures, Standards, and Policies
The candidate must have at least
5+ years of experience developing operational procedures, standards, and/or policies
to achieve business outcomes.
This includes experience:
Drafting operational procedures
Developing standards or guidelines
Supporting process improvement initiatives
Documenting new or revised business processes
Creating materials that support consistent operational execution
S7 – Professional Certification
The candidate should hold a current certification from a recognized professional business analysis or related association, such as:
PMI-PBA
IIBA-CBAP
ITIL
Six Sigma
Other relevant business analysis, process improvement, or IT service management certification
The candidate must provide the certification name and date achieved.
