Position Title

Council of the College of Opticians of Prince Edward Island
Position Summary
The Registrar is the chief administrative officer of the College and is responsible for the operational, regulatory, and administrative management of the organization in accordance with the governing legislation, bylaws, policies, and strategic direction established by Council. The Registrar supports the College's mandate to regulate the profession in the public interest while ensuring effective governance, financial oversight, member communications, and program administration.
Key Responsibilities
Governance and Regulatory Administration
Conduct, or cause to be conducted, the correspondence of the College and Council.
Attend all general meetings, annual general meetings, special meetings, and Council meetings as required.
Support Council in the implementation and administration of the Act, bylaws, policies, and procedures of the College.
Maintain official records, registers, and documentation of the College.
Provide advice and administrative support to Council regarding regulatory and operational matters.
Operational Management
Plan, implement, and oversee the programs and activities of the College in accordance with policies and objectives approved by Council.
Manage the day-to-day operations of the College office.
Oversee internal staffing, contractors, and administrative functions as required.
Ensure effective communication with registrants, stakeholders, government bodies, and the public.
Financial Oversight
Oversee the financial affairs of the College, including budgeting, expenditures, reporting, and financial controls.
Work with Council and financial professionals to ensure fiscal responsibility and transparency.
Prepare or coordinate financial reports and supporting documentation for Council review.
Strategic and Organizational Leadership
Implement strategic priorities established by Council.
Identify operational improvements and recommend initiatives to enhance regulatory effectiveness and member services.
Ensure organizational activities are conducted in compliance with applicable legislation and governance requirements.
Carry out additional duties and responsibilities as assigned by Council.
Qualifications and Experience
Experience in regulatory administration, professional associations, healthcare regulation, or nonprofit management is considered an asset.
Strong organizational, administrative, and leadership skills.
Excellent written and verbal communication abilities.
Experience in financial oversight and office management.
Ability to work collaboratively with Council, registrants, government representatives, and stakeholders.
Knowledge of professional regulation and governance practices is preferred.
Accountability and Appointment
The Registrar is appointed by and accountable to Council. The Registrar’s appointment, responsibilities, and remuneration shall be reviewed annually by Council.
