Company Overview
Des Nedhe Constructors is an English River First Nation–owned general contractor providing end-to-end infrastructure and construction services across Northern Saskatchewan. With over three decades of experience serving major mining operators, we combine proven technical capability with a strong culture of safety, quality, and reliability. Des Nedhe Constructors is built on long-term partnerships — creating opportunities for Indigenous workers and their communities while delivering consistent, high-performance results in demanding environments.
Job Summary
Reporting to the Operations Manager, the Project Delivery Manager (PDM) is the senior Des Nedhe Constructors representative for assigned construction projects. This role carries overall day-to-day accountability for safety, cost, schedule, quality, and people objectives across the full project lifecycle — from award through to close-out.
While the Construction Manager owns ground-level execution, the PDM is responsible for commercial outcomes, client satisfaction, and the performance of the integrated project team. The PDM is the primary project-level interface with the client and the Operations Manager’s accountable officer for delivering projects with discipline — maintaining client relationships, protecting commercial interests, and ensuring the right resources and standards are in place throughout.
This is a senior delivery role requiring strong commercial judgment, disciplined project controls, and the ability to lead through others in a demanding, site-based environment.
Key ResponsibilitiesProject Scope, Schedule & Budget Performance
Develop, maintain, and monitor the project construction schedule; track progress against milestones and report variances to the Operations Manager
Control site-level costs and budgets; review and approve daily LEMs (Labour, Equipment, Materials) and ensure accurate cost capture
Maintain accurate cost forecasting and provide regular status reporting; escalate variances early — present the Operations Manager with a recovery plan, not just a problem
Ensure accounts receivable and payable are managed on a timely basis; prepare and submit client invoices at required intervals
Oversee project close-out activities; ensure deficiency lists are prepared, tracked, and resolved through to final completion
Construction Execution & Site Oversight
Trust the Construction Manager to lead day-to-day site operations while remaining accountable to the Operations Manager for overall project outcomes
Align with the Construction Manager on expectations upfront; stay informed on field progress and support site leadership in maintaining standards for production, safety, and quality
Ensure all work is executed in accordance with contract documents, engineering drawings, and specifications; confirm required inspections are performed at hold points
Coordinate with project controls, estimating, and engineering to resolve field issues and manage changes; identify scope changes or differing site conditions and secure appropriate change orders
Client Relationship Management
Serve as the primary project-level interface with the client — attend and prepare for client meetings, manage expectations, communicate scope changes, and resolve issues before they escalate
Maintain client satisfaction throughout the project lifecycle; represent Des Nedhe Constructors professionally in all client and regulatory interactions
Identify upcoming scope, commercial, or relationship issues proactively; keep the Operations Manager informed — no surprises
Subcontractor & Contract Management
Manage subcontractor and vendor relationships actively — issue direction, track performance against scope, schedule, safety, and quality obligations, and address non-performance before it impacts project outcomes
Manage the financial aspects of subcontracts to protect Des Nedhe Constructors’s commercial interests; review and process subcontractor invoices and change orders in a timely manner
Identify changes in scope or differing site conditions and secure appropriate change orders for project cost and schedule impacts
HSE & Quality Oversight
Manage and coordinate the overall safety and quality effort for the project; ensure the HSE Coordinator is effectively deployed and contributing to safe project execution
Ensure all company, client, and regulatory HSE requirements are met; maintain accountability for HSE Coordinator project-level performance including site coverage and documentation
Model Des Nedhe Constructors’s safety culture in all project interactions; escalate incidents, near-misses, and unresolved safety issues promptly
People Leadership & Team Management
Provide direction, coaching, and regular performance feedback to direct reports including the Construction Manager, HSE Coordinator, and Site Administrator
Ensure the Site Administrator is managing timesheets, subcontractor documentation, and payroll compliance accurately and on time; escalate HR-related matters to the HRBP as appropriate
Foster an inclusive, respectful project culture consistent with Des Nedhe Constructors’s values and Indigenous partnership commitments; support workforce development for Indigenous workers and community members
Internal Coordination, Reporting & Continuous Improvement
Lead internal cross-departmental kick-off meetings following handover from estimating; ensure smooth information flow across operational and support departments throughout the project lifecycle
Prepare and submit accurate daily, weekly, and monthly project reports to the Operations Manager covering safety, schedule, cost, quality, people, and client status
Promote continuous improvement in project planning, execution, and close-out; report errors or unusual circumstances to the leadership team with a resolution plan
Qualifications
Bachelor’s degree in Engineering, Construction Management, Business, or related discipline preferred; equivalent field and commercial experience considered
10+ years of progressive experience in construction project delivery, with at least 3–5 years in a senior project management role on industrial construction or mining projects
Demonstrated experience managing project budgets, cost forecasting, LEM review, invoicing, and contract administration
Experience managing client relationships and leading integrated project teams in remote or industrial environments
Ability to read and interpret engineering drawings, specifications, and contract documents
Experience in active mining, potash, uranium, or heavy industrial environments is a strong asset
Familiarity with Saskatchewan occupational health and safety regulations
Proficiency in Microsoft Office; experience with construction management or project controls software an asset
Core Competencies
Commercial acumen — understands contract risk, protects margin, and manages client expectations with confidence
Disciplined project controls — manages cost, schedule, and risk with rigour; never surprised by a project’s status
Leadership through others — sets clear expectations, holds the team accountable, and coaches direct reports rather than doing the work for them
Clear, proactive communicator — keeps the Operations Manager and client informed without being prompted; no surprises
Accountable — takes ownership of project outcomes and presents solutions, not just problems
Collaborative and inclusive — supports workforce development for Indigenous workers and community members; builds high-performing, respectful project teams
