Application Deadline:

Job Description:
Shape the infrastructure a growing city runs on
The City of Brandon is looking for an engineering leader to guide the planning, design, and construction of the City’s municipal infrastructure: roads, water, wastewater, and drainage. Reporting to the Director of Engineering Services, you’ll take projects from the ten-year capital plan through design, tender, construction, and close-out, while leading a multidisciplinary team and a CCIL-certified materials lab.
If you want to see your work in the streets and systems of your own community, and have a real say in how a city plans its future, this is that role.
What you’ll lead
Infrastructure planning
Help build the annual and ten-year capital and renewal budgets, and manage capital budgets in your area through regular reviews and projections
Plan engineering design and tendering schedules to match the City’s needs and budget
Prepare provincial and federal grant and cost-sharing applications
Support master planning for water, wastewater, stormwater, and transportation, and make sure infrastructure modelling needs are met
Work with other departments to align infrastructure with the City’s strategic plans
Engineering design and contract administration
Initiate conceptual, preliminary, and detailed designs, along with site investigations and surveys
Review drawings, specifications, and tender documents for compliance with City standards and regulations
Review and approve consultant submissions, and obtain permits and approvals from regulatory agencies
Review bid evaluations and award recommendations, and approve payment certificates and change orders within your financial authority
Lead the administration of consulting and construction contracts, and put quality management processes in place
Manage project close-out, including deficiencies, warranty inspections, and final reports
Prepare Council reports and attend Council meetings to answer questions when needed
Management and stakeholder work
Help other departments define project scope, objectives, risks, and schedules
Report on capital project progress to senior leadership and Council
Review engineering standards, design criteria, and procedures, and recommend improvements
Take part in selecting and appointing consultants
Respond to stakeholder and public concerns, and lead studies and conceptual designs with senior governments, public agencies, and community groups
Represent Engineering on committees and working groups with outside agencies
Support City Operations on roadway, water, wastewater, drainage, and facility issues, and advise on policy as legislation changes
Leadership
Direct a multidisciplinary team of project managers, project engineers, technologists, and technicians
Direct the City’s CCIL-certified materials laboratory
Train City staff on infrastructure, property, and land development
Contribute to department initiatives, decisions, and policy, and coach and develop your team
What you bring
Required
Bachelor of Science in Civil Engineering, or a Diploma in Civil or Municipal Engineering Technology from an accredited institution
Membership with Engineers Geoscientists Manitoba as a Professional Engineer, or a Specified Scope of Practice licence
For P.Eng. applicants: progressive experience in the design and construction of municipal services, including transportation, water distribution, wastewater collection, and land drainage
For technologists with a Specified Scope of Practice licence: extensive progressive experience in similar municipal services
About 5 years of contract administration and project management experience
About 5 years of experience supervising staff
Preferred
Experience preparing and managing budgets
Experience working with government officials
