Job Title: Manager, Intergovernmental Funding - Employment, Social and Health Services Job Posting Number: 2026-0222 Posting Type: Internal & External Posting Period: Tuesday, June 23, 2026 at 8:30 a.m. to Monday, July 6, 2026 at 4:30 p.m. Department: Finance Union: Non-Union Position Status: Regular Full-Time Job Code: NU0397 Grade/Class: NU13 Number of Positions: 1 Rate of Pay: $121,335.12 - $147,484.23 annually Hours of Work per Week: 35 hours Shift Work Required: No Duties and Responsibilities: Reporting to the Executive Director, Financial Planning/Deputy Treasurer, this position will be responsible for: The accurate and timely completion of Inter Municipal, Provincial and Federal subsidy claims for the office of Community Development and Health Services; The completion of financial analysis to support the financial implications and recommendations for City Council reports on various new initiatives and existing programs; Performing analyses and calculations to support resources and activity based costing (ABC) initiatives; Being on-call for service area requests, meetings and ad-hoc consultations; Providing direction to financial accounting staff of approximately 6 regarding operating issues related to service area, budget development; Ensuring timely and accurate month end and year end closes are achieved as well as to direct and review year end files for purposes of the external audit; Ensuring that appropriate financial and internal control exist and to identify and recommend where enhancements can be made; Ensuring a high level of service to customers (service areas) at all times and to strive to meet division operating goals and objectives; Performing Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program; Performing other related duties as required. Qualifications: Must have a Master’s Degree in Accounting or Finance or Ontario Ministry of Education equivalency and a professional accounting designation (CA, CMA, CGA) combined with a minimum of four (4) years progressively responsible experience in a computerized accounting environment with direct experience supervising staff; OR Must have a University Degree in Accounting or Finance or Ontario Ministry of Education equivalency and a professional accounting designation (CA, CMA, CGA) combined with a minimum of six (6) years progressively responsible experience in a computerized accounting environment with direct experience supervising staff; OR Must have an Ontario Secondary School Graduation Diploma and a Community College diploma in Business Administration (Accounting or Finance) or Ontario Ministry of Education equivalencies and a professional accounting designation (CA, CMA, CGA) combined with a minimum of ten (10) years progressively responsible experience in a computerized accounting environment with direct experience supervising staff; Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment; Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work; Must be able to demonstrate a strong technological and accounting background by way of examples in advanced use of computer software, experience in budget development and variance reporting, experience in month end/year end cut-off and closing practices and experience in internal control evaluations; Must have high degree of organizational skills; Must be available to work significant overtime during peak periods; Must have very strong and pronounced interpersonal and mediation skills; Must have high customer service orientation skills; Must have strong business report writing skills; Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program; Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
