Position Overview:
TRP has a current vacancy for a Community Engagement Manager.
The Community Engagement Manager leads the day-to-day planning and delivery of community engagement and construction communications for Trillium Rail Partners’ stations, rail and systems scope on the Eglinton Crosstown West Extension.
Reporting to the Communications and Community Engagement Lead, the Manager works closely with the Contracting Authority and project teams to meet contractual requirements, keep communities informed and mitigate construction impacts.
This hands-on role requires sound judgment, initiative and follow-through, from planning and approvals through delivery and evaluation.
Key Responsibilities:
Planning & Coordination
Develop and update community engagement and construction communications plans aligned with contractual requirements, project milestones and the approved Project Communications Plan.
Prepare issue- and location-specific engagement plans for sensitive activities, including tree removals, access restrictions and traffic changes.
Maintain constructive relationships with Contracting Authority counterparts, coordinating responsibilities, reviews and approvals and escalating matters requiring the Lead’s direction.
Participate in design and construction coordination meetings and maintain engagement look-aheads to identify impacts, deliverables and approval deadlines early.
Coordinate with other ECWE contractors, as directed by the Contracting Authority, to provide consistent communications about adjoining or overlapping works.
Community Engagement & Construction Communications
Build relationships with residents, businesses and community organizations, creating opportunities for meaningful input and explaining how feedback has been considered.
Plan and deliver public meetings, open houses, community events and Construction Liaison Committee meetings, coordinating logistics, materials, technical participation and follow-up.
Coordinate Community Impact Mitigation Plans with technical teams, incorporating community feedback and tracking commitments arising from site walks, community walks and audits.
Manage construction notification and canvassing programs, ensuring affected audiences receive accurate, approved information within required timelines.
Prepare clear public materials and brief technical staff for engagement, ensuring applicable accessibility, translation, branding and approval requirements are met.
Coordinate hoarding graphics, fencing banners, signage and wayfinding with construction teams and suppliers, including approvals, production, installation and maintenance.
Manage enquiries and complaints, coordinating investigation, approved responses and corrective actions within required timelines; identify trends and recommend mitigation.
Embed the project’s community benefits guiding principles into the planning and delivery of communications and engagement activities, working with project teams to advance these objectives through everyday project work.
Support the Lead and Contracting Authority during incidents and crises by obtaining verified information, drafting messaging and coordinating updates.
Team Management & Reporting
Support project working groups, including Indigenous relations, communications and community benefits, by coordinating materials, tracking actions and following up with relevant teams.
Manage assigned staff and suppliers, setting priorities, reviewing work and maintaining quality and delivery standards.
Monitor assigned budgets and supplier costs, delivering activities within approved scope and resources.
Maintain engagement records, approvals and action logs; track contractual commitments and flag delivery risks to the Lead.
Report on engagement activities, complaints and outcomes, applying lessons learned and contributing content for client and corporate channels.
Provide additional team support as required, including evening and weekend engagement activities and participation in established urgent-response arrangements.
Qualifications:
Degree in communications, public relations, community engagement or a related discipline, or an equivalent combination of education and experience.
Minimum five years of progressively responsible communications, community engagement or stakeholder relations experience, preferably in infrastructure, transit, utilities or construction.
Experience delivering engagement plans, public meetings, construction notifications and community enquiry programs.
Ability to identify community impacts, manage contentious issues and coordinate practical responses with technical teams.
Experience managing staff, suppliers and budgets.
Experience supporting client relationships and working within contractual requirements, project governance and formal approval processes.
Strong interpersonal, facilitation and presentation skills, including sound judgment when responding to challenging questions or escalating issues.
Excellent writing and editing skills, with the ability to explain technical information clearly.
Experience engaging diverse communities and knowledge of accessible engagement practices and AODA requirements.
