Requirements: Higher technical or relevant education (Facility Management, Engineering, Construction, Industrial Operations). Postgraduate qualification in a related field is an advantage. Minimum 10 years' experience in Facility Management / technical maintenance of buildings and engineering systems, including at least 5 years in a senior management role at remote production sites (shift camps, GOK, industrial facilities). Proven experience managing multiple sites simultaneously (multi-site), with combined managed headcount exceeding 200. Knowledge of building engineering systems maintenance (electrical, HVAC, water supply and sewage, refrigeration and laundry equipment), PM/PPR principles, LOTO and permit-to-work procedures. Experience working with a CMMS (e.g. DIMO Maint or equivalent): task assignment, data quality control, ensuring work order closure reflects actual service outcomes. Knowledge of RK labor and industrial safety requirements (RK Labor Code, fire and industrial safety rules, electrical installation and safety rules), experience embedding a Goal Zero safety culture. People management, client relationship and problem solving etc. Experience managing FM/IFM contracts: SLA/KPI management, claims and non-conformance handling, Client liaison on service scope and quality. Strong proficiency in MS Office (Excel, Word, PowerPoint, Outlook); experience with CMMS and staffing/resource planning systems. Kazakh and Russian language required; English desirable (business correspondence and reporting). Knowledge of RK labor legislation, including requirements for documenting position-combination arrangements (Article 111, RK Labor Code). Willingness to travel regularly between the sites and to work on a rotational schedule. Responsibility: Provides overall leadership and coordination of FM service delivery (technical maintenance/OTO, catering, housekeeping, laundry, landscaping, transport) at sites in accordance with the Contract and Technical Specifications. Manages and develops Site/FM Manager teams at both sites; ensures staffing levels are maintained per the approved manning table Ensures staffing levels and personnel qualifications meet Client requirements; prepares and defends staffing business cases with Company management. Organizes and oversees PM/PPR processes and CMMS operation; ensures the accuracy of work performed data rather than relying solely on ticket-closure status. Identifies and documents equipment and facility condition deficiencies; initiates claim-support reports and non-conformance acts using neutral, non-attributive language. Maintains regular liaison with Client representatives at both sites on scope, quality and KPI matters; escalates critical issues promptly and in writing. Ensures compliance with RK and Client labor, fire and industrial safety requirements, including Goal Zero rules, permit-to-work, LOTO, and ATEX requirements for R600a refrigerant equipment. Identifies gaps in contractual allocation of responsibility (e.g. HSE accountability for personnel receiving task assignments directly from Client foremen) and initiates formal correspondence on such matters before an incident occurs. Ensures compliance with RK labor legislation, including proper documentation of position-combination arrangements, and prevents use of such arrangements as a substitute for filling vacancies. Manages the FM budget across both sites and controls costs; prepares weekly and monthly reports for Company and Client management. Coordinates with Client procurement regarding spare parts supply (spare parts procurement is the Client's responsibility). Ensures the development of professional skills and competencies of FM department staff. Performs other duties assigned by the General Director within the scope of their competence.
