Job Responsibilities: Lead the planning, design, development and implementation of infrastructure systems for the Long-Term Plan and Master Plan. Oversee the development and delivery of road and rail systems, stormwater management, potable and wastewater systems, solid waste management, energy, gas and telecommunications infrastructure. Provide technical leadership across the full project lifecycle, from master planning and conceptual design to detailed design, construction, commissioning and handover. Ensure that infrastructure solutions are technically feasible, cost-effective, constructible and aligned with local construction practices and applicable regulations. Review and challenge engineering designs, technical solutions, construction methodologies, materials and equipment specifications. Ensure effective coordination between design consultants, contractors, suppliers, government authorities, investors and other project stakeholders. Establish long-term climate resilience, carbon and energy standards for the Master Plan. Integrate climate resilience considerations into the planning, design and construction of infrastructure. Develop strategies for climate adaptation, resilience and mitigation, taking into account long-term environmental and infrastructure risks. Assess trade-offs between cost, engineering solutions, environmental impact, resilience and long-term operational performance. Work with international organizations and technical experts to align environmental and climate standards with international best practices. Promote resilient infrastructure solutions, including appropriate materials, technologies, energy systems and engineering approaches that can withstand future climate risks. Identify opportunities to improve energy efficiency, resource efficiency and carbon performance across major infrastructure projects. Requirements: Bachelor’s or Master’s degree in Civil Engineering, Construction Engineering, Infrastructure Engineering, Environmental Engineering, or a closely related field from a reputable university. Minimum 15 years of relevant professional experience, with substantial hands-on experience in infrastructure development, engineering, construction and project delivery. Proven experience in designing, planning and delivering large-scale urban infrastructure and construction projects. Strong understanding of local design, permitting, construction and project implementation processes, including applicable technical and regulatory requirements. Solid knowledge of construction materials, engineering systems, construction equipment and technologies, with the ability to assess their practical application, quality and suitability. Strong understanding of project financing and infrastructure funding mechanisms Fluent/conversant in spoken and written English.
