where you will lead the planning and delivery of high value, technically complex capital programs across large regions of Ontario. Within the Capital Planning and Programming Office of the Asset Management Branch, you will oversee a multidisciplinary team responsible for shaping and delivering engineering programs aligned with provincial priorities. You will influence strategic decision making, optimize resource allocation, and build strong, inclusive teams that deliver results. This is a leadership role where your expertise will directly contribute to public safety, economic resilience, and the future of transportation infrastructure across the province.

As the Head, Capital Planning and Program Development, you will:
Regional Capital Planning and Coordination:
Lead and coordinate infrastructure planning activities across Western or Central Ontario, ensuring alignment and integration across all capital programs.
Strategic Planning and Resource Optimization:
Develop strategies to improve system performance and identify long term infrastructure and resource requirements to support sustainable program delivery.
Infrastructure Analysis and Program Development:
Conduct needs assessments and analysis to inform program plans, priorities, and funding allocations based on available investment levels.
Program Development and Project Scoping:
Lead the development of multi year construction programs, including project scoping, cost estimation, risk assessment, and preliminary design activities.
Project Delivery and Partnership Management:
Oversee project delivery model assessments in collaboration with internal partners and project teams to ensure effective and efficient execution.
Performance Management and Team Leadership:
Monitor program performance and outcomes across capital projects while leading and supporting a high performing, inclusive team environment that values collaboration, equity, and accessibility.
What you bring to the team
Mandatory requirements:
Professional Engineer, licensed with the Association of Professional Engineers Ontario (PEO).
Leadership and People Management:
Ability to lead and direct resources and set priorities to deliver the capital program.
Demonstrated passion for developing, building, and leading organizational capacity through inclusive, positive, and values-based leadership across organizational design, recruitment, talent and performance management, and labour relations.
Sound judgement and political acuity to provide authoritative advice and guidance to senior management.
Ability to ensure compliance with legislative statutes, collective agreements, and government and ministry policies, directives, guidelines, and commitments.
Technical Expertise:
Knowledge of the theory, principles, and practices of civil engineering, including planning, preliminary design, rehabilitation, and performance of roads and bridges to assess infrastructure condition and lifecycle outcomes.
Knowledge of corporate infrastructure asset management methods and systems, such as pavement and bridge management systems, to evaluate asset condition and inform design and rehabilitation strategies.
Program Management:
Knowledge of financial analysis techniques, financial planning, and budgeting processes to support trade off analysis and recommend program allocations for cost effective, multi year capital planning.
Strong technical, analytical, and organizational skills to coordinate multiple capital programs, analyze system information, and undertake technical studies to support capital program and investment strategy development.
Proven management and leadership skills to coordinate projects and staff, set priorities and standards, manage change, and address employee relations matters.
Strong analytical, problem solving, decision making, and innovative thinking skills to assess issues and develop effective solutions.
Communication and Relationship Management:
Strong written and verbal communication skills to prepare reports, present recommendations, and support program performance improvement.
Effective interpersonal skills to collaborate across teams, reconcile competing priorities, and liaise with Infrastructure Ontario and ministry partners.
Strong negotiation skills to influence infrastructure initiatives, advocate for resources, and resolve issues across diverse groups.
Demonstrated sound judgement, along with strong problem solving, analytical, and strategic thinking skills.
