Government Relations Manager The position is responsible for Government Relations in Kazakhstan, Kyrgyzstan, Tajikistan, and Mongolia. One person manages the entire GR function, works directly with government authorities, and leads regulatory projects that affect the company's business. Key Responsibilities Government Relations: Work with the Government, Parliament, the Prosecutor General's Office, the National Chamber of Entrepreneurs "Atameken," and other government stakeholders. Support projects related to investment protection and represent the company's interests. Regulatory Affairs: Handle regulatory issues related to Extended Producer Responsibility (EPR), waste management fees (including Zhasyl Damu), and copyright levies. Local Manufacturing (KD Factory): Support the local manufacturing project, maintain existing tax incentives, and work on extending the VAT exemption and other government support measures. Digital & IT Regulation: Lead projects related to IMEI regulation, marketplace regulation, and mandatory software pre-installation. Market Protection: Work on anti-grey import initiatives and help resolve customs and other administrative issues affecting imports and sales. Legal Matters: Work with law enforcement authorities on complex legal matters, including criminal investigations and international cases. Position Requirements Independence The role requires a high level of independence. The candidate should be able to identify regulatory risks early, develop an action plan, work directly with government authorities, and provide management with practical solutions. Professional Experience At least 4 years of experience in Government Relations, corporate law, legal consulting (including Big Four), or government service. Experience working with government authorities and managing regulatory projects. Good understanding of the legislative process and how government institutions work. Skills Ability to quickly learn new topics and understand regulatory changes. Ability to manage several projects at the same time. Ability to assess how regulatory changes may affect the business and explain the commercial impact. Communication Skills Strong communication and negotiation skills. Ability to build and maintain working relationships with government authorities and industry associations. Ability to work effectively with different internal teams. Personal Qualities Self-motivated and proactive. Able to make decisions in a changing environment. Quick learner with the ability to switch between different topics. Diplomatic and results-oriented. Languages English – good working proficiency (business correspondence and internal reporting). Russian – fluent. Kazakh – fluent.
