Position Summary Reporting to the Vice President, Strategy, Quality & Risk & Communications, the General Counsel and Director, Risk & Legal provides strategic and operational leadership for the risk management program, and legal services across the organization. This role ensures that Brant Community Healthcare System operates in compliance with applicable legislation, minimizes organizational risk, and upholds the highest standards safety, and accountability. The role provides expert legal counsel on a broad range of healthcare, corporate, and regulatory matters. This position works collaboratively with senior leadership, and external partners to support high-quality patient care and organizational effectiveness. Primary Responsibilities Provide strategic and operational legal advice on healthcare, corporate, and regulatory matters, including health law, governance, and compliance. Provide legal oversight and guidance in the management of claims, investigations, and dispute resolution processes. Draft, review, and negotiate contracts, agreements, and memoranda of understanding to ensure legal and organizational risk is appropriately managed. Advise senior leadership on legal implications of organizational strategies, partnerships, and operational decisions. Act in an advisory capacity to the Chief of Staff and the Medical Advisory Committee on professional staff matters, including credentialing, privileges, and physician-related issues. Act as the organizational lead for legal claims and Human Rights Tribunal of Ontario matters. Support the organization in responding to regulatory inquiries, legal proceedings, and compliance matters. Lead the administration and optimization of the organization’s insurance program through the Healthcare Insurance Reciprocal of Canada. Lead the design, implementation, and continuous maturity of the organization’s Integrated Risk Management (IRM) framework, aligned with leading practices in healthcare and public sector risk governance. Establish and maintain a corporate risk register, including identification, assessment, prioritization, and monitoring of strategic, operational, financial, legal, and reputational risks. Monitor and report on key risk indicators and trends to senior leadership and Board/Board committees, supporting informed governance oversight. Ensure alignment of risk management practices with Accreditation Canada standards and other regulatory and best practice frameworks. Provie operational leadership, lead recruitment, onboarding, performance management, and professional development of staff. Oversee staff scheduling, attendance management, and related human resource processes in alignment with corporate policies and collective agreements. Mandatory Qualifications Undergraduate degree in Law (LL.B. or J.D.) and membership in good standing with the Law Society of Ontario. Minimum of 7-10 years of progressive experience in health law, and/or enterprise risk management, preferably within a healthcare environment. Demonstrated leadership experience in risk management at an organizational level. Strong knowledge Ontario healthcare legislation, regulatory requirements, and governance practice. Proven ability to provide strategic advice to senior leadership and Board-level stakeholders. Certification in risk management is considered an asset. Strong organizational, time management, and interpersonal skills Ability to work independently and collaboratively across all levels of the organization Criminal Record Check required Core Competencies Demonstrated ability to lead an integrated risk, and legal portfolio within a complex healthcare environment. In-depth knowledge of enterprise risk management principles, including risk identification, assessment, mitigation, and reporting. Ability to embed risk management into organizational planning, governance, and operational processes. Strong legal acumen, including contract review, negotiation, and the ability to provide practical legal advice on complex matters. Excellent analytical and problem-solving skills, with the ability to assess risk and develop balanced, actionable recommendations. Proven ability to manage sensitive and confidential issues with discretion and professionalism.
