BACKGROUND
The
SEIGG project
will support the South African government in its efforts to enhance accountability, efficiency, and transparency in the public administration for inclusive and gender-responsive governance through Technical Assistance (TA) and capacity building at national, provincial and municipal levels. This will be achieved through three intermediate outcomes:
Improved prevention, protection and response against harassment, including sexual harassment, across public administrations in South Africa.
Strengthened oversight, management and professional conduct for ethics, integrity and disciplinary management matters in the public administration.
Strengthened prevention, monitoring and detection of public procurement corruption with a focus on climate and energy sectors.
At the central and provincial levels, SEIGG will work with key entities such as the Public Administration Ethics, Integrity and Disciplinary Technical Assistance Unit (PAEIDTAU), the Transformation and Workplace Environment Management (TWEM) Unit, the Office of the Chief Procurement Officer (OCPO) of National Treasury, and representatives from National and Provincial Departments involved in ethics, investigations and labor relations that process corruption, harassment and other disciplinary or malpractice cases. At the municipal level, SEIGG will expand the Policy on Prevention & Elimination of Harassment in Public Service (PPEH) and Lifestyle Audits (LSA), collaborating with TWEM, PAEIDTAU, the South African Local Government Association (SALGA), and the Department of Cooperative Governance (DCOG), with pilot activities in eight municipalities.
The SEIGG project’s activities commenced with the approval of the Project Implementation Plan (PIP) and of its first Annual Work Plan 2025/26, in December 2025. The PIP outlines how Cowater intends to implement the SEIGG project over its entire duration, and the first Annual Work Plan describes activities to take place between November 2025 and March 2026.
Duties & Responsibilities
Reporting directly to the SEIGG Project Coordinator in Pretoria, the Ethics, Integrity and Monitoring, Evaluation and Learning (MEL) Analyst will be responsible for the project’s performance tracking and analysis. The Ethics and MEL Analyst will also provide support on specific activities, as agreed with the INO 1200 and 1300 lead specialists.
KEY RESPONSIBILITIES
The Ethics, Integrity and MEL Analyst, under the supervision ot the SEIGG Project Coordinator and with the support of the HQ-based Monitoring, Evaluation, Research and Learning (MERL) Advisor, will assume the following responsibilities:
Ethics, Integrity and Procurement Integrity Technical Support
Support the implementation of selected activities under pillars 1200 and 1300, with a primary focus on ethics and integrity-related analytical work, under the oversight of the Project Coordinator and Pillar Leads.
Support the 1200 lead in the development, refinement and implementation of procedures, forms, tools, guidelines and training materials related to lifestyle audits in the South African public administration.
Contribute to technical assistance provided to PAEIDTAU on lifestyle audit implementation, including lifestyle investigation procedures, professional standards, dissemination packages, municipal adaptation, pilot implementation and capacity-building support.
Assist with research, document review, data analysis and drafting required to support the development of practical ethics and integrity tools for national, provincial and municipal stakeholders.
Support work related to ethics and integrity risk management, including the development or adaptation of frameworks, guidance material and tools to support risk identification, prioritization and mitigation.
Contribute to the development of guidance, SOPs and tools linked to broader anti-corruption mechanisms, including reporting systems and protected disclosures where required.
Support the 1300 lead in procurement integrity-related activities, including research, analysis and drafting related to the implementation of the Public Procurement Act, procurement risk assessment, conflict of interest prevention and management, and supplier-facing ethics and integrity tools.
Assist with the development of training materials, practical guides, communication tools, workflows and supporting documentation for National Treasury, procurement officials, suppliers and selected provincial or municipal stakeholders.
Undertake literature reviews, benchmarking, document analysis and synthesis work to support the technical development of activities under the ethics, integrity and procurement integrity pillars.
Project Monitoring Evaluation and Learning:
Design and maintain the project’s Performance Management Framework (PMF), including its logic model and performance indicators.
Develop data collection tools and protocols for quantitative and qualitative indicators for use in project data collection and the project baseline and evaluations.
Coordinate regular data collection from the implementation team and stakeholders.
Ensure data quality through validation, cleaning, and verification processes.
Monitor progress against project targets and outcomes.
Analyze data to identify trends, gaps, and areas for improvement, as part of the annual progress reporting process to Global Affairs Canada.
Produce and update dashboards and visualizations tools to support decision-making.
Facilitate learning reviews and reflection sessions with the project team and partners, as well as training sessions on MEL tools, processes and data use.
Document lessons-learned and integrate them into project planning and implementation; and produce briefs or success stories highlighting the project’s impacts for dissemination.
Design and manage baseline, midline and endline evaluations.
Project Implementation Tracking and Reporting
Support the Project Coordinator, pillar leads, and the HQ-based Project Manager in the preparation of semi-annual and annual reports to GAC by preparing data tables on the results per activity/outputs and per outcome.
Contribute to the development of narrative sections for semi-annual and annual reports to GAC in close collaboration with the Project Coordinator and INOs 1100, 1200 and 1300 leads.
Support the analysis by the Project Coordinator of the Activity and Budget Approval Request forms considering the Annual Work Plan and the related activity budget.
Under the oversight of the Project Coordinator, ensure Intermediate Outcome Leads update the activity tracking tool monthly which monitors the implementation progress across activities and components relative to the annual work plan.
Support any other task which may be deemed necessary by the SEIGG Project Coordinator or Project Manager.
Desired Experience & Qualification
Education
Minimum bachelor’s degree in ethics, governance, public administration, social sciences, law, political science, or a related field, and/or relevant experience supporting ethics and integrity work, monitoring and evaluation systems, or donor-funded project implementation.
Minimum Experience
Minimum 2--5 years’ experience in ethics, integrity, anti-corruption, governance, public administration, or public sector reform activities.
Experience supporting the development of procedures, tools, guidelines, training materials, workflows, or practical guidance related to ethics and integrity systems.
Experience conducting research, document review, analysis, and drafting to support ethics, integrity, anti-corruption, or procurement integrity activities.
Experience in monitoring and evaluating donor funded projects (EU, EBRD, GAC, FCDO, GIZ etc.);
Experience with field data collection.
Experience in report writing, specifically on synthesizing data and presenting monitoring and evaluation results in an easy-to-read manner would be an asset.
Strong experience and skills in research, data collection, analysis, and management.
Strong monitoring and reporting skills with excellent knowledge and experience in project management; and
Experience in organizing and facilitating training and learning sessions.
Essential Skills
Ability to support the development of practical ethics and integrity tools, procedures, forms, guidelines, training materials, and analytical products.
Ability to work across ethics and integrity-related areas, including lifestyle audit implementation, procurement integrity and risk management.
Knowledge of monitoring and evaluation systems as well as knowledge management practices.
Experience facilitating participation of various stakeholders (i.e. women, youth and marginalized groups) and strengthening their voice and input into project activities and results.
Strong communication skills.
Practical experience working in a similar capacity in GAC-funded projects and knowledge of the RBM tools, considered an asset.
Ability to use Microsoft Office and evaluation software.
Excellent communication, facilitation, and analytical skills.
Professional fluency in English (writing, reading and speaking)
