Eagle Lake First Nation is seeking a Director of Operations (Band Administration), to provide overall operational leadership for Band Administration and community-facing departments. The Director of Operations is responsible for implementing Council direction, ensuring strong internal controls and accountable use of resources, and supporting effective service delivery across programs. The role aligns with FNFMB Financial Administration Law (FAL) principles, including clear delegation of authority, documented approvals, policy compliance, and audit readiness.
This position provides operational oversight and ensures all Directors, Managers, and staff follow approved policies, delegated authorities, and operational procedures, including FAL-aligned purchasing, contracting, and documentation controls.
Leadership & governance support
Implement Chief and Council direction through annual workplans, priorities, and organizational performance tracking
Provide strategic advice, briefings, and operational updates to Chief and Council, including risks, emerging issues, and recommendations
Support governance processes by ensuring decisions are documented, tracked, and actioned through management
Financial oversight & internal controls
Oversee organizational planning, budgeting coordination, and responsible use of funds in partnership with Finance
Ensure strong internal controls: delegation of authority, documented approvals, purchasing processes, contract management, and record retention
Support audit readiness and compliance by ensuring complete and consistent operational and financial documentation
Operational oversight across departments
Provide executive oversight to department leaders to ensure consistent, high-quality services and coordination across programs
Remove operational barriers, support service improvements, and ensure effective issue escalation and resolution
Oversee organizational risk management, business continuity, and emergency preparedness planning
People leadership
Provide executive oversight of performance and accountability through managers and established supervision structures
Ensure staffing plans align with approved budgets and operational needs, while respecting HR policy, processes, and delegated authorities
Work collaboratively with the HR Manager, ensuring HR practices align with policy and employment law, without assuming HRs functional role
External relations & partnerships
Represent the Nation in operational partnerships with governments, service providers, and funding bodies (as directed)
Support negotiation and management of key service agreements and partnerships, ensuring Council-approved direction and compliance
Qualifications (required)
Degree or diploma in Public Administration, Business Administration, Management, Finance, or related field; equivalent experience considered
Progressive leadership experience in a complex organization (First Nation, public sector, or community services preferred)
Demonstrated experience with budgeting, operations oversight, contract management, and organizational accountability systems
Strong judgment, communication, report writing, and relationship-building skills
Valid drivers license and ability to travel as required
Familiarity with FNFMB/FAL principles (internal controls, delegation, audit readiness, policy compliance)
Experience leading multi-department operations and managing change initiatives
