Opportunity Overview
The City of Iqaluit is seeking a strategic and forward-thinking
Director of Engineering and Capital Planning
to lead municipal infrastructure planning, capital project delivery, asset management, and long-term community development initiatives. Reporting to the Deputy Chief Administrative Officer - Infrastructure and Planning , this senior leadership role is responsible for advancing the City's capital investment priorities, securing project funding, overseeing major infrastructure projects, and providing leadership to technical and operational teams. This position offers a unique opportunity to shape the future of one of Canada's northern communities.
Compensation Snapshot
Salary: $154,152.67 annually
Hours of Work: 35 -hours per week
Settlement Allowance: $22,378.25 annually
Employment Type: Full-Time, Permanent
Union Status: Excluded
Key Responsibilities
Lead the development, implementation, and ongoing management of the City's multi-year capital infrastructure and capital spending programs.
Identify funding opportunities, prepare funding applications, and manage reporting requirements for government funding programs.
Direct capital project planning, procurement, contract administration, design review, and project execution activities.
Develop and oversee departmental operating and capital budgets while monitoring expenditures and financial performance.
Provide strategic leadership to departmental staff through coaching, workforce planning, performance management, and operational oversight.
Ensure regulatory compliance, stakeholder engagement, public communications, and reporting to Council, government agencies, and community partners.
Qualifications
Bachelor's Degree in Engineering and eligible for, or registered with, NAPEG.
Minimum 7 years of progressive leadership experience in engineering, municipal infrastructure, public works, or capital project management.
Experience overseeing infrastructure projects, budgets, procurement, and contract administration.
Strong knowledge of municipal operations, asset management, funding programs, and regulatory compliance.
Proven leadership, communication, stakeholder engagement, and strategic planning abilities.
Valid Driver's License required; PMP designation and Indigenous language skills are considered assets.
