Key Responsibilities Lead the development and execution of the university’s financial strategy, budgeting, and long-term financial planning. Oversee all accounting, treasury, tax, payroll, and financial reporting functions, ensuring accuracy and full statutory compliance. Serve as a key advisor to the Rector/President and Board of Trustees on financial matters, risks, and opportunities. Develop and monitor the annual operating and capital budgets across all schools and departments. Manage cash flow, investments, banking relationships, and financing arrangements. Establish and maintain robust internal controls, financial policies, and risk management frameworks. Lead relationships with external auditors, regulators, and tax authorities, ensuring timely and accurate statutory filings. Support fundraising, grant management, and partnership agreements (including with Arizona State University) from a financial perspective. Build, mentor, and manage the Finance Department team as the university scales. Provide financial analysis and business cases to support strategic decisions, including new program launches and campus expansion. Qualifications and Requirements Bachelor’s degree in Finance, Accounting, Economics, or a related field; MBA or advanced degree preferred. Professional certification such as ACCA, CFA, CPA, CIPA, or equivalent is strongly preferred. At least 8–10 years of progressive financial leadership experience, including senior roles such as CFO, Finance Director, or Head of Finance; experience in higher education, non-profit, or a fast-growing organization is an advantage. Strong knowledge of Kazakhstani accounting standards, tax legislation, and statutory reporting requirements; familiarity with IFRS is a plus. Proven track record in budgeting, financial planning and analysis, and building financial systems and controls. Excellent leadership, communication, and stakeholder management skills. Fluent English required; Kazakh and/or Russian strongly preferred.
