PURPOSE:
This position performs day-to-day operations, maintenance, and repair of the Water Distribution, Wastewater Collection, Wastewater Treatment, Irrigation, and Stormwater Systems. The position is classified as Utility Operator 7 as per CUPE 1032 agreement.
ROLES AND RESPONSIBILITIES:
1. Ensures the safe operation, repair, and maintenance of the Water Distribution, Wastewater Collection, and Wastewater Treatment systems in compliance with Alberta Environment, Environment and Climate Change Canada, and City of Brooks regulatory requirements, requiring Level 3 certification in Water Distribution and Wastewater Collection and Level 1 certification in Wastewater Treatment;
2. Acquire the required CEUs to maintain the necessary certifications required by the City;
3. In the absence of the Utility Foreman, this position assumes acting supervisory responsibilities, with Utility Operators 1 through 6 and Seasonal Utility Operators reporting to this position;
4. Must possess the physical ability to safely and effectively perform all job duties;
5. Liaises with the Provincial Health Authority and Alberta Environment and Sustainable Resource Development;
6. Maintains related records according to approved standards;
7. Maintains facilities, equipment and grounds according to approved standards and procedures;
8. Completes the installation and repair of water meters and related equipment, including meter reading as required and customer connections and disconnections;
9. Carries out the maintenance and installation of fire hydrants and valves;
10. Conducts the operation, maintenance, and repair of the water distribution, wastewater collection, irrigation, and stormwater systems;
11. Operates equipment including large equipment, as assigned;
12. Performs maintenance activities on traffic signals and street lights, as required;
13. Performs maintenance activities regarding airport fuel and instrumentation, as required;
14. Works shift work as assigned. During certain shifts, works without supervision and during such shifts, will be responsible and accountable for the operation of the utility systems;
15. Takes a regular shift on the standby roster as assigned. Responds to after-hours calls as assigned; and
16. Performs other duties as assigned.
EDUCATION AND EXPERIENCE:
1. Completion of a High School Diploma or equivalent;
2. Possesses full certification in the following disciplines as required by the City:
o Wastewater Collection Level III
o Water Distribution Level III
o Wastewater treatment Level I
3. Valid Class 3 Drivers Licence with Q endorsement;
4. Clean drivers abstract;
5. Standard First Aid;
6. Ground Disturbance;
7. Confined Space;
8. Fall Protection;
9. H2S Certification;
10. Equipotential Bonding Certificate;
11. Strong mathematical abilities;
12. Advanced Excel skills and proficiency in Microsoft Office;
13. Strong public relations, verbal and written communication skills;
14. Must obtain the required education and experience to obtain the necessary continuing education units to meet City certification requirements;
15. Ability to understand the chemical and mechanical processes involved in water distribution, wastewater and storm water collection and treatment;
16. Ability to operate computer systems related to water and wastewater operations;
17. Ability to plan, prioritize and manage own workload including the ability to tolerate frequent interruptions and still meet deadlines;
18. Attention to detail and strong prioritizing and multi-tasking skills;
19. Mechanical aptitude and problem-solving skills;
20. Capable of working outside in all types of weather;
21. Must be able to work independently with limited supervision;
22. Ability to maintain confidentiality regarding department and municipal matters; and
23. Subject to a criminal record check.
