Business Analyst contract role with a 3-year term and potential extension Supporting Immigration Program IT Business Solutions for a provincial government organization 100% onsite role based in Regina, Saskatchewan What & Why: Our client, a provincial government organization, is seeking an experienced Business Analyst to support a major business and technology transformation initiative. This role will help modernize immigration program technology through a secure, client-focused digital platform designed to improve operational efficiency, reduce manual processes, strengthen reporting, and support program integrity. You will work closely with project managers, business SMEs, internal Business Analysts, vendor specialists, technical teams, QA, data owners, and deployment teams to define requirements, document business processes, support solution delivery, and guide business users through testing, readiness, and adoption. Who: Our client is a provincial government organization operating within a structured, governance-driven IT delivery environment. This role supports Immigration Program IT Business Solutions through a centralized project delivery function. The work may involve business systems, business processes and programs, IT and infrastructure, and financial and human resources impacts across program areas, sector partners, and the broader community. You: You are an experienced Business Analyst with strong public sector or regulated-environment transformation experience. You are comfortable working within formal governance, policy, approval, and accountability structures, and you bring strong facilitation, documentation, stakeholder engagement, technical translation, testing, UAT, readiness, and training experience. You are also comfortable working onsite in Regina and can support complex, multi-stakeholder initiatives where business users, technology teams, vendors, QA, and data owners all need to stay aligned. Critical experience requirements include: Valid Certified Business Analysis Professional (CBAP) certification Experience as a practicing Business Analyst supporting business transformation initiatives Experience working in a public sector or similarly regulated environment Experience working within formal governance, policy, and accountability structures Strong experience facilitating business process discovery and requirements-gathering workshops Experience eliciting, analyzing, prioritizing, documenting, and communicating business and technical requirements Experience documenting current-state and future-state business processes, workflows, use cases, user stories, acceptance criteria, test scenarios, test plans, and business rules Strong ability to translate technical concepts for both technical and non-technical stakeholders Experience supporting IT or digital initiatives involving cloud/SaaS, system integration, data flows, APIs, security considerations, or enterprise architecture Experience defining business problems, solution options, measurable outcomes, success criteria, assessment criteria, recommendations, and rationale Experience supporting testing and UAT, including coordinating and executing test scripts using formal testing methodologies Experience supporting organizational readiness, training materials, and training facilitation for technical and non-technical audiences Nice to have: Experience with Government of Saskatchewan or comparable public sector organizations Experience supporting immigration, regulatory, compliance, enforcement, case management, digital service modernization, or citizen/client service programs Experience with Power BI and Azure DevOps Experience acting as a Test Lead or guiding business SMEs through UAT Experience coaching or mentoring SMEs through a project lifecycle Compensation: This role pays between $95-105 per hour.
