Job DescriptionJob Description Senior HR Consultant (Part-Time Contract) Faith-Based Non-Profit, Vancouver Senior HR Consultant (Part-Time Contract) Our client is a values-driven, faith-based non-profit in downtown Vancouver: an inclusive and affirming community known for its arts, outreach and social justice work. It is now looking for an experienced HR consultant to build its HR foundation, working with staff, senior leadership and a volunteer personnel committee. You’ll join a team that values connection, community and compassion. Engagement at a Glance Arrangement: Part-time hourly contract through Top Tier Talent Group. This is a contract role, not a permanent position. Term: Approximately one year, then reviewed together with leadership. Hours: Part-time, with hours that vary month to month. More time is needed during the initial setup and at year end for budget and wage review, with lighter ongoing support after that. Location: Remote, hybrid or onsite in downtown Vancouver. Reports to: Executive Director, working closely with senior leadership and a volunteer personnel committee. Start date: Late November 2026 preferred; early January 2027 acceptable. Pay: $40 to $44 per hour, paid for approved hours worked. Purpose of the Role The organization employs about 30 people across several types of employment arrangements. Until now, HR work has been carried largely by a volunteer personnel committee, and the needs of the organization have outgrown that capacity. The Board has approved dedicated HR support for approximately one year. The Senior HR Consultant will build the organization’s HR foundation: the policies, templates, agreements and processes that are missing or incomplete today. The consultant will lead key HR cycles, advise leadership through the year, and help the personnel committee move from carrying HR work to providing governance and oversight. Key Responsibilities 1. HR Assessment \& Compliance Review current HR practices, documents and records, and identify gaps against British Columbia employment standards and privacy requirements. Recommend a prioritized plan to close those gaps and agree it with leadership early in the engagement. Advise leadership on HR compliance, and identify when a matter should be referred to employment legal counsel. 2. Policies, Templates \& Agreements Develop the core HR policies the organization needs, for approval by leadership and the personnel committee. Review and standardize existing employment agreements across the organization’s different employment arrangements. Create standard templates for offer letters and employment agreements for full-time, part-time and contract staff. Set up a central, secure repository for HR documents, and document key HR processes so they can be followed consistently. 3. Performance Reviews Design a practical performance review process suited to a small, faith-based organization. Oversee the individual performance review cycle with managers, including guidance, templates and scheduling. 4. Annual Wage Review \& Budget Support Lead the annual wage review, including preparing information and recommendations on wages and benefits for leadership and the personnel committee. Support year-end budget preparation as it relates to staffing costs. 5. Onboarding Build a complete onboarding package, drawing on the pieces that exist today. Support its rollout and advise on improvements once it is in use. 6. Ongoing Advice \& Committee Support Advise the Executive Director, senior leadership and the personnel committee on staffing questions and employment contracts throughout the year. Help define a sustainable working model in which the consultant handles the bulk of HR work and the personnel committee retains its governance role. Participate in the performance review process alongside the personnel committee as appropriate. Provide regular, concise updates on progress, priorities and outstanding items. Role Boundaries The consultant recommends, builds and implements. Decisions on policy approval, compensation, discipline, termination and accommodation remain with the Executive Director, senior leadership, the personnel committee or the Board, as appropriate. The consultant does not provide legal advice; complex legal matters are referred to qualified legal counsel. Qualifications & Experience A minimum of 8 to 10 years of progressive HR experience. Demonstrated experience setting up or rebuilding the HR function in a small organization, including policies, templates and processes. Strong working knowledge of British Columbia employment standards and privacy requirements. Experience designing and leading performance review and compensation review processes. Experience advising senior leaders and working with volunteer boards or committees. Established as an independent HR consultant, or comfortable working on an hourly contract basis. Excellent judgment, discretion and ability to handle confidential information. Clear, tactful written and verbal communication, with the ability to turn HR requirements into practical, plain-language documents. Experience in a church, faith-based, charitable or non-profit environment is mandatory. CPHR designation an asset. Core Competencies Builds practical structure where little exists Sound judgment and appropriate escalation Confidentiality and discretion Compassionate and respectful communication Works independently and manages own priorities Collaborative, service-oriented approach Commitment to equity, inclusion and a respectful workplace Success in the First Year HR compliance gaps are identified and the agreed priorities are closed. A complete onboarding package is in place and in use. HR documents are organized, secure and easy for authorized leaders to find. The personnel committee is focused on governance rather than day-to-day HR work.
