Job DescriptionJob Description:\n\nAbout the Project:\nThe Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometers farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.\n \nPosition Overview:\nTRP has a current vacancy for an experienced Procurement Manager – Systems Track to lead procurement activities associated with the Systems and Rail scope of the ECWE SRS package.\n \nReporting to the senior Procurement / Supply Chain leadership, the Procurement Manager will be responsible for developing and executing procurement strategies for complex rail and transit systems, equipment, materials, specialist services, and subcontract packages.\n \nThis position will work closely with Systems Engineering, Rail, Design, Construction, Commercial, Project Controls, Quality, Safety, Legal, Finance, and Operations teams to ensure that procurement packages are technically compliant, commercially competitive, contractually sound, and aligned with project schedule and commissioning requirements.\n \nThe successful candidate will bring strong experience procuring technically complex equipment and services in major infrastructure, rail, transit, transportation, industrial, or comparable capital-project environments. Experience managing long-lead systems procurement, international suppliers, technical evaluations, commercial negotiations, and subcontractor/vendor relationships will be highly valued.\n\nKey Responsibilities:\n\nSystems Procurement Strategy\n\nDevelop and implement procurement strategies for the Systems Track in alignment with the overall SRS procurement plan.\nEstablish procurement plans, package strategies, sourcing approaches, and procurement schedules for systems, equipment, materials, and specialist services.\nIdentify procurement requirements based on design development, construction sequencing, commissioning requirements, and project schedule.\nDevelop sourcing strategies for long-lead, critical, proprietary, specialized, and high-value systems components.\nAssess make/buy, direct purchase, subcontract, supplier, and specialist-service options.\nDevelop procurement strategies that balance technical requirements, commercial value, schedule, quality, risk, and lifecycle considerations.\nIdentify procurement risks and develop mitigation strategies for critical systems packages.\nSupport procurement planning through the progressive design development process and evolving project requirements.\n\nRail & Systems Package Procurement\n\nLead or oversee procurement activities for technically complex packages that may include, as applicable:\n\nSignaling and train control systems.\nCommunications and telecommunications systems.\nSCADA and supervisory control systems.\nOperations Control Centre-related systems and equipment.\nTraction power and electrical systems.\nOverhead catenary system (OCS) equipment and components.\nRail and track systems.\nPlatform and station systems.\nPassenger information and public-address systems.\nCCTV and security systems.\nEmergency communication systems.\nNetwork infrastructure and associated technology.\nSystems integration and specialist engineering services.\nTesting, commissioning, integration, and technical support services.\nSpecialized systems equipment, components, spare parts, tools, and maintenance materials.\n\nCoordinate closely with Systems Engineering to ensure procurement packages accurately reflect approved technical requirements, specifications, interface requirements, testing requirements, and acceptance criteria.\n\nProcurement Planning & Schedule Management\n\nDevelop and maintain procurement schedules for Systems Track packages.\nEstablish procurement milestones from requisition through award, manufacturing, delivery, installation, testing, commissioning, and closeout.\nMonitor long-lead equipment and material requirements against the integrated project schedule.\nIdentify procurement activities that could affect design, construction, testing, commissioning, or revenue-service readiness.\nCoordinate procurement priorities with construction sequencing and work-package requirements.\nDevelop procurement recovery strategies where supplier, design, manufacturing, or delivery activities fall behind schedule.\nMaintain visibility of critical procurement dates, including RFQ/RFP issuance, bid closing, technical evaluation, commercial evaluation, award, submittals, manufacturing, factory acceptance testing, delivery, and site acceptance.\n\nSourcing & Supplier Management\n\nIdentify, prequalify, and evaluate potential suppliers, manufacturers, subcontractors, and specialist service providers.\nDevelop supplier market intelligence for specialized rail and transit systems.\nConduct market engagement and supplier outreach where appropriate.\nMaintain an understanding of supplier capacity, manufacturing lead times, financial stability, production constraints, and industry risks.\nManage supplier and subcontractor relationships throughout the procurement lifecycle.\nEstablish appropriate supplier performance expectations and monitoring processes.\nSupport supplier capacity and capability assessments for technically specialized packages.\nMonitor supplier performance against cost, schedule, quality, technical, and contractual requirements.\n\nRFQ/RFP Development & Tender Management\n\nLead the development and issuance of RFQs, RFPs, tenders, purchase orders, and subcontract procurement packages.\nWork with Engineering and Technical teams to translate project requirements into clear procurement documentation.\nDevelop commercial terms, bidder instructions, pricing schedules, deliverable requirements, and evaluation criteria.\nEnsure procurement documentation clearly defines scope boundaries, responsibilities, interfaces, testing, documentation, warranty, spares, training, and commissioning obligations.\nCoordinate bidder questions, clarifications, addenda, and tender communications.\nMaintain transparent and auditable procurement processes.\nEnsure procurement activities comply with TRP policies, project requirements, delegated authorities, and applicable contractual obligations.\n\nTechnical & Commercial Evaluation\n\nLead and coordinate multidisciplinary tender evaluations.\nEstablish evaluation plans and scoring methodologies in collaboration with technical and commercial stakeholders.\nCoordinate technical evaluations with Systems Engineering and subject-matter experts.\nReview commercial submissions, qualifications, exclusions, assumptions, deviations, and proposed alternatives.\nIdentify commercial and technical risks within supplier proposals.\nCoordinate clarification processes with bidders.\nPrepare procurement recommendation reports and award documentation.\nEnsure technical and commercial evaluations are properly documented and auditable.\nSupport value engineering and alternative procurement solutions while maintaining technical compliance and project requirements.\n\nNegotiation & Contract Award\n\nLead commercial negotiations with suppliers, subcontractors, and systems vendors.\nNegotiate pricing, payment terms, schedule, warranties, delivery requirements, liquidated damages, performance requirements, change mechanisms, and other commercial terms.\nIdentify and resolve contractual exceptions, exclusions, and deviations.\nWork with Legal and Commercial teams to finalize purchase orders, subcontracts, supply agreements, and related contractual documentation.\nEnsure appropriate risk allocation between TRP and suppliers/subcontractors.\nPrepare award recommendations and obtain appropriate internal approvals.\nSupport contract execution and supplier mobilization.\n\nLong-Lead & Critical Systems Procurement\n\nEstablish and maintain a dedicated procurement strategy for long-lead and critical systems equipment.\nIdentify items with potential to affect the critical path, systems integration, testing, or commissioning.\nMonitor manufacturing and delivery schedules for critical equipment.\nCoordinate supplier production schedules with construction and installation requirements.\nSupport expediting strategies where required.\nIdentify potential supply-chain disruptions, manufacturing constraints, logistics risks, and geopolitical or market risks.\nDevelop contingency and mitigation strategies for critical procurement items.\nEscalate material procurement risks before they affect project delivery.\n\nSystems Integration & Interface Coordination\n\nWork closely with Systems Engineering and Interface Management teams to ensure procurement packages appropriately address system interfaces.\nEnsure supplier scopes clearly define physical, electrical, communications, software, data, functional, and operational interfaces.\nCoordinate procurement requirements involving multiple systems suppliers.\nSupport resolution of interface gaps, scope overlaps, and responsibility boundaries.\nEnsure supplier deliverables align with Systems Integration, Verification & Validation, RAM, Safety Assurance, Configuration Management, and testing requirements.\nCoordinate procurement requirements associated with integration into existing Eglinton Crosstown LRT infrastructure.\nSupport procurement activities associated with brownfield interfaces and operational systems where applicable.\n\nDesign & Procurement Interface\n\nMaintain close coordination between procurement and design development.\nIdentify procurement impacts resulting from design changes and evolving technical requirements.\nEnsure procurement packages are sufficiently mature before release while maintaining alignment with the PDB development process.\nCoordinate engineering deliverables required for supplier engagement, tendering, manufacturing, and approval.\nManage procurement-related technical clarifications and design changes.\nIdentify opportunities for early procurement to protect schedule while managing design development risk.\nSupport design optimization and value engineering initiatives affecting procurement.\n\nCommercial & Cost Management\n\nWork with Commercial and Project Controls teams to establish procurement budgets and commitments.\nMonitor procurement commitments against approved budgets.\nSupport cost forecasting and procurement reporting.\nIdentify cost risks, market escalation, currency exposure, and supplier pricing risks.\nSupport negotiation of changes, claims, credits, and commercial adjustments.\nEnsure procurement commitments are accurately reflected in project cost reports and forecasts.\nSupport cost-saving and value-engineering initiatives without compromising technical compliance, safety, quality, or schedule.\n\nSupply Chain, Logistics & Delivery\n\nCoordinate with Logistics, Construction, Warehouse, and Site teams to ensure timely delivery of systems equipment and materials.\nEstablish delivery requirements based on site readiness and installation sequencing.\nCoordinate supplier packaging, transportation, storage, preservation, and handling requirements.\nMonitor international and domestic supply chains for critical equipment.\nCoordinate import/export requirements and customs considerations where applicable.\nEnsure supplier documentation is received in advance of delivery and installation.\nSupport resolution of damaged, incomplete, late, or non-conforming deliveries.\n\nQuality, Compliance & Documentation\n\nEnsure suppliers understand and comply with project quality requirements.\nCoordinate procurement requirements related to Inspection and Test Plans (ITPs), Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), inspections, certifications, and quality records.\nWork with Quality and Engineering teams to ensure supplier documentation meets project requirements.\nEnsure procurement records, evaluations, approvals, contracts, and correspondence are maintained in accordance with project document-control requirements.\nSupport supplier audits and performance reviews.\nEnsure procurement packages include appropriate requirements for manuals, as-built information, certificates, test results, warranties, training, spares, and turnover documentation.\n\nRisk Management\n\nIdentify, assess, and monitor procurement and supply-chain risks.\nMaintain procurement risk registers and mitigation plans.\nAssess risks associated with single-source suppliers, proprietary technology, limited manufacturing capacity, long lead times, and international supply chains.\nSupport project risk workshops and mitigation planning.\nEscalate significant commercial, technical, supplier, or schedule risks to senior management.\nDevelop contingency strategies for critical procurement packages.\n\nTeam Leadership\n\nLead and mentor Procurement Specialists, Buyers, Procurement Coordinators, and other team members supporting Systems Track procurement.\nEstablish clear priorities, deliverables, and performance expectations.\nAllocate procurement activities across the team according to project priorities and workload.\nPromote collaboration between Procurement, Engineering, Construction, Commercial, Quality, and Project Controls.\nEstablish consistent procurement processes, tools, templates, and reporting.\nSupport continuous improvement across the TRP procurement function.\n\nReporting & Governance\n\nPrepare regular procurement status reports for project leadership.\nReport on procurement progress, commitments, savings, risks, long-lead items, supplier performance, and upcoming milestones.\nMaintain procurement dashboards and trackers.\nProvide senior management with clear visibility of procurement risks and opportunities.\nEnsure procurement activities comply with internal governance, approval authorities, contractual requirements, and applicable policies.\nMaintain complete audit trails for procurement decisions and contract awards.\n\nProject Closeout\n\nSupport procurement closeout for Systems Track packages.\nEnsure outstanding supplier deliverables, warranties, spare parts, training, manuals, certifications, and as-built documentation are received.\nResolve outstanding commercial issues, claims, credits, and purchase-order commitments.\nSupport final supplier performance evaluations.\nEnsure procurement records are complete and properly archived.\nCapture lessons learned and procurement improvements for future project phases.\n\n \nQualifications:\n\nBachelor’s degree or diploma in Supply Chain Management, Procurement, Business, Engineering, Construction Management, or a related discipline.\nTypically 8–12+ years of progressive procurement experience, with significant experience managing complex construction, infrastructure, rail, transit, transportation, industrial, or systems-related procurement.\nDemonstrated experience managing high-value procurement packages from strategy and sourcing through tendering, negotiation, award, delivery, and closeout.\nExperience with rail, transit, signaling, communications, electrification, traction power, OCS, SCADA, telecommunications, track, or other transportation systems
